intermittent connection problem

Hi, I have been having a really strange problem with my internet connection. Sometimes it works fine for a couple minutes, often websites will time out, games will have huge lag spikes or just disconnect.

My toolbar always reads "connected" and when I run a diagnostic it says nothing is wrong with my connection. I thought maybe my adapter was the problem so I replaced it and have the exact same problem, i have tried using a different wireless router, last night I reinstalled windows 7 64 bit and still have the same problem. I'm out of ideas at this point.
 
Solution
1st this is not a 'Service' you post to and we are waiting to solve your issues free, it violates the TOS to REPOST the same problem to 'bump' your issue.

2nd As you went so 'extreme' as to wipe and reinstall Windows (not a smart idea normally) unless you have a real deep infection on your system I would bet the issues may not be your PC persay.

3rd What happens when you 'plug' your PC directly into the Internet provider's equipment? Does it work then? If not then CALL YOUR ISP and have then support you, that is what your paying for. Could be anything from a squirrel chewed your line to you didn't swap out your Modem as you were told to do with the local 'upgrades'.
