CPU Fan making buzzing noise at startup

Hi, a few weeks earlier, my CPU fan (Corsair SP120 LED Fan) just started making a buzzing noise at right when I startup my computer. It just started randomly doing this. The buzzing is not that loud, but loud enough to bother me. Usually, after tampering with the fan like stopping it for a few seconds, it stops, Is there a permanent solution for this?

EDIT: I checked the RPMs of my fans when it is buzzing and when it's not:
Buzzing : 1500-1580 RPMs
Normal Condition : 1700 - 1730 RPMs

I don't think that's a possible solution because my fan is a 3-pin and is hooked up to a radiator. I also tried cleaning it, still no luck. :/
