what is a fractal design core 2300?

and what is B1? what device are you referring to?

and i chose windows 7 because i was reading that windows 8.1 isnt really gaming ready or something. Like this one other forum said if you're using it for gaming use win7 since win8.1 isnt fully optimized yet but its faster that win7 only in like opening/closing things....i really don't know! but thanks!

and most of the other parts he chose have rebates as well so why is that an issue with the power supply?

semi modular vs fully modular is the same except the mobo connectors are not removable. but since they are always used it's not really an issue. thought i would save you a couple bucks and get a semi modular.

and the b1 vs b2 he spoke of was for the psu i suggested. they are just model numbers. first one i posted is b1 (which he says is not good, though i've never had an issue with them) and second one is a b2 version for $10 more.

another thing, every case i look up it says my graphics card will block bays, or the website is unsure my cpu cooler will not fit, what are these bays and does it matter if i block them?

the bays are internal cages to hold hdd's or possibly your dvd drive and other 3.5 inch drives. some cases have extra cages which have to be removed with long video cards so the card will fit. if the 3.5" bays are oddly placed, a long video card may extend into where the dvd drive has to sit keeping you from using one.

best bet is to read reviews from sites and users to see what they fit and where. unless it is a small case, or really full of internal cages, you should be ok. most common mid tower cases will fit average parts no problem. i don't know too many cases personally but there are plenty of reviews out there. newegg user reviews are good. to read through. if there was any trouble fitting something into it, someone posted about it.

i don't think it matters for gaming which one you use. for instance this site has been using win 8.1 64 bit as long as it's been out. if it hampered performance they would certainly not be using it for testing and benchmarking.

win 7 will not be supported very much longer so like xp it will be "dead" once it's day passes (i don't recall the exact date right now). win 8.1 will also be dead pretty soon after win 10 comes out. microsoft wants to forget 8.* and wants people to forget it as well so they will do their best to get folks upgraded to win 10. so wither way your not getting support past a couple years for either one.

rumor is that win 10 might be free or VERY cheap to compete with the other free os's. so upgrading to it should be pretty easy no matter which os you have now.
