Graphics card is overkill but for the price I found it at it's too good to pass up. You will be able to play modern games around medium to high settings with this build. League of Legends will definitely run on ultra with ease. It also has a very nice upgrade path to Broadwell in it comes out and you could throw a higher end graphics card in if you wanted to convert into a high end gaming computer.

Wasn't sure of your storage needs so I assumed a 250GB SSD would do. If it's just for streaming and not downloading any other games/ movies you could go with a 120GB SSD.

If you plan to use a good amount of disk space then you might want to look into a 1TB+ HDD.

----
edit: nikoli707 has a good point. You could get a cheaper AMD A8/A10 APU build if you wanted, but you wouldn't have as nice of a upgrade path as you would with the i3.
----
sidenote: If you wanted to save more money and still go with the Intel build you could swap the CPU for a Pentium G3258.

$600 is quite a bit for an htpc. to be honest i feel that you could almost build a NAS along with an htpc for that budget.

i like i7babys build above, though i would prefer to see something like that inside of a mini itx case since its completely possible. though the bluray drive might get a little more expensive. i also feel the a10-5800k processor is a far better bang for buck.

do you have another desktop in the house? like a "gaming" computer? you can use steam to stream your games to just about any modern computer which would eliminate the need to a more powerful htpc cpu and free up budget for larger storage or other perks.

now my personal opinion, you can very easily use ubuntu and xbmc(kodi or gotham) for free. they have a steam client and it definitely works fine for games like LoL, and streaming works too. its gets a little dicey when high performing games that require higher end gpus, but many say they can get it to work. but i completely understand if your not into delving into it as there is a small linux learning curve, so you can add $90 for windows 7/8 and also install xbmc on top of them as well for your video apps and stored video.

as far as your laptop, meh, i mean i guess you could use it as a host rig to render your gaming and send off the encoded video stream to another client rig(htpc) as long as it has a powerful cpu, preferably a quad core. you could test it out if you have an old crappy laptop(7 years or newer).

to be honest i just want the htpc for streaming and maybe save some movies ive bought this year lol but i dont know what type a budget a htpc requires but thank you for the advice :D

yeah thats up to you. i gave you a $325 build($415 with win7/8) that will do what you wanted in your original post. you can youtuble a6-6400k + league of legends and see what others doing with that processor. otherwise for h264, streaming, bluray, its more than enough. also getting an actual htpc case that looks more like an oversized bluray player, at least in my opinions, looks much classier and is easier to use in cabinets that usually also have a cable box/receiver/etc and they match and fit. but if you dont mind spending more $$$, you can keep getting more performance, larger storage, slick looking cases. also if you dont need to bluray player, then ditch it. though for functionality find a wireless keyboard with a trackpad or a windows remote to pair with the htpc is a very nice perk and shouldn't cost you much.
