I have 6gb ram but only 2.96gb usable

I have 6GB of ram in my Dell XPS 8100 but it shows that only 2.96GB is usable.
I have tried reseating the ram sticks but it doesnt solve anything.
Can you guys please help me!!

I haven't changed anything anywhere. And it says that 2.96 gb is usable in the system tab of the control panel
