I had to build a pc for a school assignment, I ordered the parts which are:
Gigabyte B85M-D3H
Intel i5-4690k
MSI GTX 970 GAMING 4G
Seagate Barracuda 1TB @ 7200rpm
Samsung 840 Evo
Cooler Master Hyper 212 Evo
Crucial Ballistix Sport 8GB RAM
Corsair CX600M
Fractal Design R4

Now, everything is connected. Checked twice although when I was screwing the M/B to the standoffs, I think a screw fell somewhere (might be causing a short not sure). When I turn it on: Fans rotate for a second, stop, start rotating again. All LEDs come to life and I can hear the HDD rotating. There are no beeps, are are there? I'm not sure because I don't know if I need to connect to a speaker (Did that, no beeps). I don't think the M/B is dead because the fans are only connected to the M/B and they spin so yeah :p I looked at the troubleshoot guide and I didn't find anything that helped me. I've tried both HDMI and DVI-D on both my GPU and M/B. Any help/suggestions?

First I would make sure your motherboard is compatible with your CPU with the current BIOS version. This seems to be a major theme with the 4x90's.

Edit: apparently your cpu is compatable, states gigabyte: http://www.gigabyte.com/support-downloads/cpu-support-popup.aspx?pid=4567

Ensure your ram is seated fully (the clips on the side should snap into place "locking" into the sides of the ram).
Ensure your video card is seated fully in its slot, and is also locked into place, and powered via the 8 (or 6) pin PCIe power cables.
Make sure that your motherboards CPU power connector is connected to with your PSU (this should be a 4 pin, or 8 pin connector, NOT a PCIe 8 pin).
Check the 24/28 pin power supply connection (the main one) is...

Check the 24/28 pin power supply connection (the main one) is completely seated into the motherboard, sometimes this is hard to get to connect all the way depending on PSU/Motherboard, and I have had it be my issue more then once.

If this does not help, I would at this point remount the CPU into the socket, making sure it fits snug and is firmly clamped down, and locked.

Edit: Make sure your CPU fan is connected to a 4 pin header on the motherboard (ideally the one labled CPU fan).

Loose screws in a case can be serious trouble. I would search with a flashlight, possibly tilt your case forwards and backwards to try to locate it and get it to fall to the bottom of the case (ideally not into the power supply or one of your other fans/heatsinks).

If none of that helped, I would unplug everything from power except video and motherboard stuff, and try to power on.
If that doesn't work, remove 1 stick of ram.
If that doesn't work, try the other (alone).
If that doesn't work try a different ram slot.

Edit: Still not working? Remove the gtx 970 and try on board graphics.

If your are Still not up at this point, I would remove the motherboard from the case, and set it on cardboard, keep 1 stick of ram, the power switch connector, 24/28 pin power supply connection, cpu power connect, cpu, cpu fan (obviously i hope), and attempt to boot with integrated graphics.

If you haven't found that missing screw at this point look for it.

If it still doesn't work you could try swapping parts out with another PC to establish where the failure is, but I would bet motherboard, cpu, ram, or powersupply(as at this point, thats all you're using...). In that order.

Did everything you mentioned except for the RAM. Can I put the single RAM in any slot? I also tried to only connect 1 stick but didn't focus a lot on that, gonna try now thanks :)

So you tried the current stick of ram in all 4 slots, yet it only boots with it in slot 3?
Edit: Do both sticks work in slot 3?
Re-Edit: I had an issue like this once, it was because I was torquing/bending the motherboard slightly, I adjusted my motherboard standoffs, and they all worked. Could your missing screw be causing your motherboard to bend around the RAM slots if its behind your motherboard near this location?

Just tried all sticks in all positions. Stick 1 works only in DDR3_3 and Stick 2 worked in that slot too but not now.

If you are unable to resolve this issue, I would look into RMA the motherboard.

Have you tried using slot1 and slot3? Some motherboards are picky about RAM placement. If you had your ram right next to each other, you wouldn't get dual channel RAM speed, and perhaps this would cause a fault in your motherboard. Slot1 (should be) the other channel to match with Slot3. Alternatively you could populate slot2 and 4, assuming you haven't done this already, and established that it wasn't working.

Nah, didn't find the screw. Not gonna bother with that. But guess what? I took out the CMOS and replaced the RAM sticks and tadaaa. Now the problem is Windows 8 not installing properly xD

Neh, Windows 8 not showing some icons like File Explorer or Control Panel and they won't launch when clicked so I'm doing a reset now :)

Yeah I'm 95% sure it's the OS but my problem is when it's installing (from a USB) it restarts after finishing and goes back to the beginning of the Windows setup screen. Any ideas?

Yup, finally after many weird malfunctions such as wrong RAM placement and a half-assed install of Windows 8 which forced me to reformat and reinstall. Everything works fine. ONWARD TO STEAM.
