need help getting ram to good frequency

I have an Asus maximus VI hero and 2x8gb of corsair dominator platinum 1866 mhz CL9, and the bios said "target dram frequency: 1333 mhz" so I changed it at 'dram frquency' to 1866 mhz.
So now I checked speccy if everything was alright and it said:

It is running at 1866, the effective DRAM frequency is apparent DRAM freq (from Speccy, CPU-Z, or whatever) multiplied by two. Your sticks are running all good.

So you mean it is good it just doesn't run in 1866 because im not doing diffucult stuff?

When I put the frequency on 2133 mhz it said 1065 or something, does that mean it is overclocked?
