my asus notebook windows 7 when turned on i have a back screen that says erorr loading operating system how do i fix it

i have a asus epc notebook. when turned on it has a back screen and it says error loading operating system it's not taking me to the setup or anything. so please help me. i really need to use my notebook.

Either Windows needs re-installing (Factory Recovery) or the hard drive may have failed.

Test the hard drive with Seagate SeaTools for DOS. Download the CD image from here: http://www.seagate.com/gb/en/support/downloads/item/seatools-dos-master/

On a working PC, use ImgBurn to create a CD from the CD image: http://filehippo.com/download_imgburn

Now boot your Asus notebook from that CD and wait for SeaTools to load.
