For emulators really (N64, NES, Gameboy, PS1/2, Gamecube). Ill be playing it on a 1080p 32 inch TV. Will this be a good build? Budget is around $250.

Emulators can be very heavy on CPU actually (especially Dolphin or PS2).
But for your budget it has hard to do better, especially if you want an SSD.

I am not too familiar with AMD builds, maybe you can find a cheaper mobo (although ITX is expensive).
The motherboard will have 0 effect on performance, all you want is specific features and reliability.
