This PC is not new, but should handle video better than that with an hardware accelerated card. No other process running in te background.

Test setup :
Optiplex 755
Core 2 Duo E4500 2.2 GHZ
6 GB DDR2 RAM
Asus HD 5450 512MB Silent
Flash plugin 16.0.0.235
Catalyst 14.2 Drivers package 14.501.1003
Windows 8.1 64 Bits
Direct X 11

Tests videos
Vtele video : http://auto.vtele.ca/videos/rpm/golf-de-volkswagen-et-dodge-challenger_78734.php
Flash + hdw acceleration enabled : ~60%
Flash + hdw acceleration disaabled : ~85%

Youtube 1080P : https://www.youtube.com/watch?v=Y0VWf4aFdL4
Flash + hdw acceleration enabled : ~15%
Flash + hdw acceleration disabled : ~50%

Video were played in full screen with DVI out on 1680 x 1050 monitor. I tried on my TV @1920 x 1080p and it seems about the sames, maybe 5% increase ins some cases. In Youtube i made sure quality was in 1080P and HTML5 was not used instead of flash.

Testing in several other browsers and others videos gave different numbers, but came to the same conclusion that the CPU usage seem abusive. The above tested Youtube 1080P is about the best I can get.

I don't know what can be done here. Is it just my ATI card that is not performing well with flash video? I tough video decoding was the ATI speciality. Is it software related?

Can ATI HD5450 users post your numbers too and specs ?

Its always good to uninstall the old drivers first than download the new ones so you don't have any problems make sure windows update is turned off when you download the omega drivers
