Defiance lagging, minimum requirements "reached," but still lags a lot

I've recently gotten into Defiance and I've been experiencing lag on the lowest settings (around 10-15 FPS on average). I play on a laptop with an Intel Core i3-370M (which comes with integrated graphics), which meets the CPU requirement of >2.0GHz. The integrated graphics are bad, yes, but Defiance only needs at least Intel HD 4000 (for minimum requirements). I also have around 4GB of RAM.

I have a clean, fresh install of 64-bit Windows 7 Home Edition (installed it a couple of days ago). Everything has been updated as well. I use Avast!, CCleaner, Razer Cortex, and, iObit's Advanced System Cleaner 8 to keep my computer running as fast as possible, but to no avail...

I've tried 1366x768 fullscreen (and windowed-fullscreen), 1024x768, and 800x600 (windowed), but I still only get around 15 FPS. I also use Comcast Business Internet, which, according to Ookla's Speedtest, is around 11ms ping, 18.13 Mbps download, and 3.44 Mbps upload.

If you'd like to look at my laptop, I use an ASUS K52F laptop

Really, in the end, I'd like to: 1) Not buy a new computer (if I NEED to, I already have my eyes on either a custom PC or an Alienware X51), and 2) Find software/hardware that'll help me reach an average of 30 FPS on at least minimum graphics in Defiance. Any ideas?

EDIT: Oh! And if it matters, I run Defiance through Steam

the i3 has a first gen intel hd which is far inferior to an hd4000 which is already barely capable of playing the game. There frankly is nothing you can do.

I can vouch for the x51s being snazzy little systems and the prices on them arnt bad either considering the next day onsite replacement warranty they come with that people always forget about. You might be able to pickup one cheaper from delloutlet.com if you don't mind a refurb/returned model. Still comes with the same onsite warranty and what not. The alienware alphas are also excellent machines for the price if you are willing to accept the fact you would never have better than a gtx860.

So don't know how familiar you are with desktop cards but if you arnt think of what you have is an n64 and the hd4000 is closer to a ps4 in relation even tho they are still both intel hd.
