GTX 690 Performance Issues

I just bought a GTX 690 on a cyber Monday sale. I am not having the performance I think I should. I am having less performance than my 660t had. I am only getting about 60-120 fps on CS:GO while my 660ti had 120-150 fps. Even league of legends is having less performance than my 660ti was having (660ti 200+fps) (690 120-150fps). I fresh installed windows and everything I don't know what The issue could be.

CPU: AMD FX-8320 4.2 Ghz
GPU: EVGA GTX690
MOBO: GIGABYTE GA-990FXA-UD3
SSD: SAMSUNG 850 Pro Series
HDD: 2x Seagate Barracuda
RAM: G.SKILL Ares Series 16GB
PSU: RAIDMAX Blackstone 700w
 
Solution
could be the following

1. league has issues with N-vidia cards right now i here. fps drops for no reason.
2. heat
3. current N-vidia drivers maybe have a bug
4. power issues due to power supply

I plan on buying a new psu. The power supply shouldn't give me less performance as long as it has enough power though right? 700w should be enough right?

Okay Thanks man I think that is the problem. Ill wait to use the gpu after I buy a new power supply I don't want to risk harming any of my components.

What wattage do you recommend me getting? I was thinking 850-1000w That should be okay right?

It should not be my cpu bottle necking I have it overclocked at 4.2 ghz and stress tested it for about 6 hours after, everything was stable and my cpu never goes above about 60% while playing games and even streaming at the same time.
