CPU overheating.Need help.

Hello people.Recently my CPU started to overheat so hard and my PC just shuts down.Temp starts at 35-40 when I turn PC on and peaks at 100-110 degrees.I cleaned all the dust, re-applied thermal paste...What could help me?
Here is my PC spec:

MS - 7369
AMD Athlon x2 Dual Core 5000+ 2.6 GHz
4GB RAM
ATI Radeon 4550 HD
Random PSU 530 W

I've been using HW Monitor, also after PC shut downs I instantly reseted it and entered bios, temperatures are real.
Well I checked cpu fan connectors, they are seated properly.
I will consider your suggestion to buy new heatsink / fan as useful but why the current one didn't make problems earlier?
Do you think new heatsink would reduce overheating for THIS much?

It is a little weird that the old one dint cause any problems until now.
Consider buying a new heat sink as a last ditch effort.
What about the smart fan or something in the BIOS?
Also, this seems a pretty dumb question , but is the cpu fan running at all?
