I all ready have a HP Pavilion 500-141ea (http://h10025.www1.hp.com/ewfrf/wc/document?cc=us&lc=en&docname=c03936079) and i am just looking to upgrade it with the cheapest option. I would like it to run ARMA 3 on Medium/High with around 40+ frames. Thank you :)

Arma 3 is a very cpu intense game for you to get those type of frames you're going to have to go with an i5 processor with a new mobo and a new video card. Your current pc is a premade so the psu would be a low teir psu and would need changing and also your case would need to be switched as it is only designed for the current mobo. All in all you will need a new pc.

I have the A8-5500 running right now, but I have the A8-6500 in a box for later. Arma 3 will be hard to run on these APUs, but throw in a GTX 750ti and most other games should run fine. Arma 2 ran well when I had a AMD 7750 1GB GDDR5 + A8-5500. I haven't tried it with the GTX 750ti though. GTX 750ti only needs a 300w PSU to run. Make sure you don't get the ones with the 6-Pin Connector.

I'm using the Zotac GTX 750ti at the moment. The 750ti plus your A8-6500 would be able to run Battlefield 4 at Medium/High Settings 45fps+.
 
You could try upgrading the power supply and graphics card and see if that works. If that isn't enough, then you will need to build a new pc (but you can use the newly purchased power supply and graphics card in the new build. I'd recommend a GTX760 graphics card by ASUS, MSI, Gigabyte or EVGA and a power supply by Seasonic or XFX (550 to 650 watts range).
