Lag spikes in online games

Hi,
I recently built a gaming pc and played everything on maxed out settings on battlefield 4 and I've been playing and getting random lag spikes, I reduced the settings to low and it did no good. Only 45% of my CPU is being used yet I'm getting lag spikes. Lastly I did the connection test thing on battlefield and got 90fps and everything fine, no issues.
(my internet is fine as the download speed is 30.21 and my upload is 2.08 and my ping is 11ms)

Please help.

Have you tried setting the priority of BF4 to high in task manager?

To set priority to high:

1) Open Task Manager ( CTRL + ALT + Delete ).

2) Go the the processes tab.

3) Right Click on BF4.exe ( or something like that ).

4) Click on Set Priority and set it to high.
