Game volume keeps decreasing when my friends talk to me on steam chat or skype?

I have been trying to fix this for hours now. When I start up any game, from steam, uplay, or just browser games, my in-game volume decreases when one of my friends speak through the mic. I already changed my communication settings to "Do Nothing" on the playback devices option. But it still doesn't make a difference. I looked in game to see if there is any options, but no, I did the latest windows 8.1 update as well. The last the I did was unplug my headset and set it up again and re-installed all my games. I don't know what else to do.
 
Solution

Try one of them or both of them but try with the yellow marked one first and see if it fixes it.

From what i know it is decreasing the volume so you can hear your friend, there should be a way to change that if your using skype.
My other tip is to use an external device(probably a phone) to talk with your friend on skype and have two headphones on.

See, I don't want to use a phone or anything like that. I want to use my pc. And the way to permanently fix this issue is going to your communication settings and set it to "Do Nothing." But it doesn't make a difference. So I'm wondering if anyone knows any other way to fix this issue or is something wrong with my computer?
