Anyone Experience Network Speed Solution? -- Possible Windows 8 Setting Bug

Hello. So long story short, I have had networking issues across the board on my home built desktop for over a year and a half now. Basically my internet success fluctuates throughout the day, and some programs (Especially Origin) absolutely fail to reach a fraction of my internet speed.

Doing speed tests on devices throughout my home network, I am receiving a mean download speed of 22 down. While my desktop can barely manage to reach 2 down. My network adapter works fine (I'm typing this from my desktop as we speak) and I have replaced it a few times.

I have been looking into this for months so ANY help would be perfect to hear, and I can look up any troubleshooting information that could help.


I've tried the old common misconception that a faulty DNS server is to blame, didn't work as my current ISP (Time Warner)'s DNS server is the best connectivity for my area. I've updated all drivers many times, gone through windows settings and tried to tweak with tons of settings and adjust network % consumption settings in gpedit. So I'm wondering what the deal is? Like I said, it can't be my router or ISP because my other devices work fine and work 10x as fine. I've tried disabling my firewall as well, nothing. Could my PC think my network is public and not private and be blocking a lot of traffic? Do I need to allow ports for servers to be able to connect with my home network?


Could there possibly be a setting somewhere in Windows 8 that is doing this to me? That is not allowing my internet to go through.. I would really appreciate help guys I've looked all over the internet and found lots of other people with the same issues but no one knows what the solution could be.
