How CAN YOU CHANGE YOUR CPU FAN SPEED? TO MAKE IT FASTER

It always runs on the LOWEST RPM even if, like when im playing battlefield, my cpu gets REALLY hot like 70 degrees. I will place my full PC specs below.
NOTE: I can't seem to change my fan speed in my bios - my bios is pretty shitty with very limited options. SpeedFan isn't changing my CPU FAN at all no matter what settings and options i hit.
The ASUS motherboard I have comes up with 0 utilities to install on there site.

If there is no option in the bios to turn up the fan speed i think getting a fan controller is your only option. However when the cpu hits 70c i would think the cpu fan speed should be at 100%. do you have like an energy saving or quiet mode turned on in the bios?

When i play bf4 it gets up into the 70's and stays spinning at the lowest speed. The default fan would always work harder the warmer it got but my new cooler master hyper 212 evo stays at the lowest speed. No fan option in my bios its useless... there must be some program i can use like with my gpu fans theres afterburner..

No there is not, software will only work with 4 pin PWM fans. Its hitting 70c with a 212 evo? thats quite hot i cant think of any reason why they would be spinning at there lowest speeds. Are you sure the cpu fan is plugged into the cpu fan header and not a case fan header?

Yep defiantly in the right slots... I know its weird the default fan would get really loud when playing BF4 because how hot it gets but this one doesn't change and my cpu shouldnt be going over 61 degrees.

Do you have a second cpu fan header? maybe labeled CPU_OPT? If you do try plugging the fan into that one. Do you have a low speed fan adapter hooked up to your fan? If you do take it off. I put a link to a picture of one.

Nope no second slot. This is the same CPU slot i had the old cpu fan in that automatically adjusted speeds. Not using any adapter neither... :L such a weird issue :(
