When attempting to install my Windows 8.1 64-bit disk on my 32-bit, it will say this; "Your installation Media cannot be used to install Windows." I have a perfectly fine copy of Windows 8, just recently store bought. It also says, "Your current version of Windows is 32-bit and does not match the architecture of the 64-bit installation media. Please insert the 32-bit media and restart Windows Setup."

My jimmies are beginning to feel very rustled based on how many things I have tried, and having nothing make any progress.

That is unfortunately one of the solutions I have tried. It does not work. I get to the point of "Press any key to boot" but after that it just goes right to the normal boot process, as if the disk isn't even in my drive.

Well...you cannot install it from within a running 32bit environment. Will not work.

You need to figure out why it isn't booting from the DVD.

Hey buddy, looks like you got some pretty experienced people here to help you, might I throw in my 2 cents? Do you have a 32 bit or 64 bit operating system? Also, did you disable secure boot in bios? You cannot run a 64 bit in a 32 bit machine.
If I am mistaken about how I read your question I apologize, if you have a 64 bit operating system check secure boot in bios under security settings
