Power consumption problems and overall slow.

I don't even know if there is actually a problem or just the system running as it should, but I feel like it could do better. It's only 2 weeks old.

My config is as follows:
CPU: AMD FX-8320 3.50@4.00GHz 16MB BLACK EDITION BOX AM3+
MoBo: GigaByte GA-78LMT-USB3
RAM: CORSAIR Vengeance [2x4GB] 1600MHz DDR3 KIT RED
GPU: ATI R9 270 Sapphire R9 270 2GB OC PCX
HDD: TOSHIBA 500GB 7200RPM 32MB SATA3
PSU: THERMALTAKE HAMBURG 530W W0392RETR2-530AH2NSW
Case: Logic A02
OS: Windows 8.1

I'm using the included CPU cooler I got with the CPU and it's awfully loud, all the time with no stop. I bought this PC mostly for gaming (TERA online which I can't run properly due to the game being poor on AMD CPUs).

One problem is the awful power consumption of the PC, I didn't have the opportunity to check how much energy does it eat and I don't really know how to, but I simply feel the heat it lets out, my room is totally overheated after a couple hours of usage.
The other problem is the PC being overall slow, everything loads slow compared to how I imagined it. Don't know how could I test if it runs properly.
I wonder if there is some settings I missed or don't know about, some driver updates, should I buy a new CPU cooler or maybe that's all I can do with this rig.

There's more to an HDD than just rpm. A black has more reader heads. It has better design. Idk. Hen you're going with hard disks. It's hard to get a nice really fast load times. But t if load time is your only problem then everything is fine. I personally have a revodrive which is about 10x faster than a traditional HDD and in super high bandith situatiins can be like 15x faster. But it cost like 700$ for 480GB

I don't really know how high these numbers should be, but here are they:

Temps look fine, as I understand them. (not sure what that 111.5C temp is...) How is it slow? This needs to be exact. FPS in X game is XYZ, instead of the ZYX that Tom's reported, etc.

If you could recommend a way to test it's speed that would be much appreciated, for all I know I can't run TERA online but that's due to game related issues.

You see. That HDD is something they would put in any average desktop. Your computer will load things just like any average desktop. The processor only processes the information. That it gets. It gets the info fro. The ram. The ram gets its data from the HDD. So unless you upgrade the HDD. The rest of your computer will always be waiting on the HDD for more data. However once everything is loaded your computer will run things better. Once all the I do is on the ram, the HDD is irelevant. So if you want better load times you need like a WD black. If you have problems other than load speed, it could be related to other parts.

So basically you are saying my HDD is slow? Pretty much every HDD in this budget range has 7200RPM and 32MB cache. I mean what makes the WD black better in any way?
