Graphics Card, No output from boot

I've worked through all the common solutions to this problem on this message board and others.

Problem:
Nothing is displayed on my monitor during boot (or afterwards) when using my GTX 750TI graphics card

I've Checked:
Monitor, mother board, PSU, graphics card

I've Tried:
* Switching out graphics cards with an old Nvidia cards, works
* GTX 750TI on another machine, works
* Cleaning PCIE slot
* Removing power, removing coin cell, 10 minute wait
* Removing RAM plus above
* Uninstalling old drivers, reinstalling latest. Used drive cleaner software.
* Running in safe mode, smallest resolution.
* All output ports on the video card
* Updated Bios

Details
* Card of interest: GTX 750TI
* Old cards that work: e-Geforce 7800 GT, GeForce 210, QuadroFX 3500
* Current chassis: Dell Precision 690, base model
* Old chassis card still works in Dell Optiplex 755, base model

dell wont allow random upgrades

you will have limited options to upgrade to

Thanks, that gave me another line to research.

The workstation BIOS is to old to support this card (not UEFI). The BIOS will not be updated as the system is not longer being sold.
