What's a good low noise cooler? Or is the stock one good enough? (intel i5 4690k)

I will have the stock cooler in my soon to be rig and I'm not overclocking but I want a cooler to reduce noise and to keep the PC cool as possible anyway.

How much cooler would the Hyper 212 evo make the temps drop?

What's the Corsair h60 like? does it reduce the temps significantly and is it quiet?

The stock cooler is fine if you're not overclocking. Otherwise, the 212 EVO is a very good cooler. If you're looking for the most quiet cooler, though, Noctua coolers take it there:

If you are not overclocking, any cooler, including the intel stock cooler will keep your temperatures reasonable.
Haswell actually runs cool.
The $30 cm hyper212 or similar will have a slow turning 120mm fan that will be quieter.

If you want the best, look for a noctua or Phanteks air cooler with a 140mm fan. That should ba about $65.

Liquid cooling is really air cooling.
The heat exchange takes place in a radiator that needs fans to cool the radiator.
In general, liquid coolers are noisier, more expensive, and less reliable.
In a decent case, they do not cool any better.
I do not recommend them unless you have limited space.

I wouldn't recommend liquid coolers as they always have a chance to leak or have the pump fail.
