Overclocking help with 4670k, msi z87i and using h80i without corsair link

So I built a mini itx pc with a 4670k, msi z87i mobo and an h80i. I have read that for a beginning base OC for my cpu should be about 4 GHz without any problems. Well I set the clock speed to that without changing voltages and the temps start off below 75 degrees Celsius but then after about 5 minutes of prime95 they shoot up to 85 then begin to fall to about 60-65 degrees.

It then stays at about that temp for 10 minutes then at the 15min mark of prime95 they shoot up to mid 80s again. It keeps going on this pattern throughout the test.

I figured that I could just change the fan speed in the bios or the msi command center to increase the fan speed because they do not sound anywhere near 100%.

But when I change the cpu fan speed, nothing happens and it says the fans are spinning at 2500rpm throughout the entire test even though they are clearly fluctuating in speed. I would use corsair link, but due to my mobo being mini itx there were not enough plug ins to have usb 2.0
ports and corsair link.

Anddd it just crashed 30min into the test

I feel like the temperature issue is a result of the fans not spinning fast enough to deal with the heat so i guess my question is how do you adjust fan speed on an h80i without corsair link?
 
Solution
For a start, don't use the current version of prime 95. Try v 26.6 (less severe) or OCCT etc.

Post your complete and detailed build parts list and OS.

Ok this might be a stupid question but which voltage are you talking about? is it the Cpu Core voltage? or the Cpu I/O? The cpu core is at 1.128 and the CPU I/O is at 1.008

Well yeah I found the voltages in the bios its just that there are 2 different CPU voltages (Cpu Core and Cpu I/O) im pretty sure the one Lmah was referencing was the Cpu core voltage which is stock at 1.128

And also i tried the older version of prime 95 and I am currently 20 minutes in with max temp at 62. But are you sure that is a good idea to stress it with old software? It's from like mid 2011.

Yeah ok i just played a round of bf4 after runing the 26.6 verison of prime 95 and with prime 95 temps were like 62 but after a 30 min round of bf4 they were only like 48. So yeah thanks for your help! I will be using that version of prime 95 to further my overclocking
