ram running at 667mhz not 1600mhz

I have corsair vengeance 1600mhz ram 2x4gb sticks installed in my computer. However whenever I run cpu z or a program that shows the rams frequency they are only running at 667mhz. My knowledge here is pretty lacking. Is this normal? Is there a bios setting I need to enable? I had tried to adjust the settings in the bios previously to overclock it or set it to run at 1600mhz but it would not load windows and crash.
 
Solution
Check your xmp profile in cpu-z
Note the 4 latency values under the 800mhz(ddr3 1600) tab

When you drop into BIOS ,change the ram speed to 1600 but be sure to change these latency valuesto the values shown in cpu-z too
