Re-installed windows and now my dual cpu workstation is only 1 cpu according to task manager

I recently had to re-install windows on my Dell Precision T5500 Workstation. It is a dual socket motherboard with 2 Quad core Intel Xeon E5530 cpu's. Was working fine with all 8 cores running before but now after the install of windows task manager says I only have 4 cores, as well as my MSI afterburner software says the same. I installed windows 7 professional 64 bit. I'm not a professional when it comes to this stuff, an aspiring techie I would say. I looked around online but can't find anything concrete as to why this is occuring. PLEASE HELP!! Under msconfig in general options it was set to selective startup with all the boxes checked, so I changed it to normal startup hoping that would work but, no. In boot options under advanced the box for processors was not checked, but I looked at it and the max it goes up to is 4. It should be 8 right? So I thought it might mean number of actual cpu's and I checked 2 hoping that would mean both processors. Upon restart I only had to 2 cores running then. I unchecked the box and restarted and now it's back to 4 cores, still missing 4 cores. Someone please help me here!

Under my system info it says I have windows 7 professional with service pack 1. Is the chipset driver a different thing? If so how do get that? Like I said I'm no expert, any help is greatly appreciated.

So I updated all the stuff you said and I still only have 4 cores. The only other thing is I'm not exactly sure which version of windows 7 was running before when it was working, but its defiantly 7 professional now.
