Yes, I'm from India and Cooler Master Devastator is the best in budget. It doesn't matter whether red or blue LED. They're just different color bulbs, but since you've AMD setup you can go for RED. The optical mouse light would be red in color too and our homes don't have any red color bulbs, so your keyboard/mouse light will be unique.

It's tough to get red back lit keyboards under 1500 Rs. in India. The least I can find is at Rs.4199 http://www.flipkart.com/tt-esports-challenger-illuminated-usb-2-0-keyboard/p/itmdg38hqcpf3wgz?pid=ACCDG38GHCZCF9YZ&srno=b_9&ref=b63fdfe2-8aac-4fd9-a171-a4396de5f9d0. I can't find such at any other stores, you can search for it in malls and retail stores, but it's tough to get in best brands. You MIGHT get a local, cheap brand.
