Is it true that Windows 7 64-bit covers 1Gb of ram when you have 4Gb of RAM, and 2Gb of RAM when you have more than 4Gigs of RAM? Or that guy just confused 64-bit Windows 7 with 32-bit?

Well for starters what you say is pretty much accurate. Windows will tend to use half the RAM you have available until you exceed 4GB's and after that it doesn't really go over 2.5GB after start up. Games that need 8GB of memory isn't due to graphics it's because it's loading other important game information that it needs to run. This can be items such as map, terrain or player data depending on the game that you're playing.
I'm not sure what you mean by "covers" but I can tell you that a system with more RAM will use more RAM. This is good. Using more RAM instead of reading from the disk will make your system much faster. There is no reason to worry about how much RAM windows is using in a system with at least 4GB.

I meant that the Windows runs on 2GB of ram when 4+GB of ram... and when less than 4Gigs of ram windows runs on 1GB
