Windows 7 Pro only using 1 of 2 physical cpu's on Dell Workstation

I recently had to re-install windows 7 pro on my Dell T5500 workstation. It has 2 Intel Xeon E5530 quad core cpus. After the windows install task manager is saying I only have 4 cores running instead of 8. I'm not exactly sure which version of windows was running before, but I'm pretty sure it was 7 pro, and I'm definitely using 7 pro now with service pack 1. I've updated chipset drivers, bios, and all windows updates. Under msconfig in the boot menu in advanced options it the max number of cpu's it will let me go up to is 4, it should be 8 right? I've been struggling with this for days now, and I'm not a professional with this stuff, PLEASE HELP!

1. Most basic. Are you sure there's nothing in the BIOS that has disabled the one processor?

2. Could you possibly have had Windows 7 Enterprise installed previously? I know Win 7 Pro should support multiple processors, but just asking anyway.

3. Are you current on updates from Microsoft?

3. I've read where processors with different stepping levels won't play together. Again, likely not your problem since it worked before.

Try installing Speccy and/or CPU-Z and see if they throw any light on the issue.

in the BIOS, try disabling first one then the other processor and see if you can boot from either processor

Check BIOS levels.

All of this is grabbing at thin straws.
