Bluetooth LED indicator not working on Dell Latitude D600 running Win7 Enterprise?

Greetings Tom's,

I'm rebuilding a friend's D600 laptop. I added an internal Bluetooth card (the TrueMobile Bluetooth 300), and the drivers installed fine (OS is Win7 Enterprise). I can send/receive files to a phone and tablet ok, but not a MacBook (didn't know if there is a different setting for that), but I notice that there is supposedly a blue LED that comes on next to the battery charge light indicator.

The only time I see the blue LED flash is when I first boot the computer when it is fully shut off. Is the blue LED supposed to be on when I'm connected to a device? If so, how do I turn it on? I read about the FN/F2 in BIOS, but if I hit that it turns off both wireless card and bluetooth. So I'm just making sure about this blue LED. Bluetooth card is new and this system never had bluetooth installed on it.

Additionally (don't know if this is related, but I'll put it out there) I see the scroll lock key go on and off from time to time, and I never touched the key board. Didn't know if that means anything.
