Should I upgrade my graphic card now or wait till r9 300 series?

Hello I am thinking about upgrading my r9 270 to a better graphics card and I found this r9 280x for only $200 http://www.newegg.com/Product/Product.aspx?Item=14-150-678&utm_medium=Email&utm_source=GD121514&nm_mc=EMC-GD121514&cm_mmc=EMC-GD121514-_-index-_-Item-_-14-150-678 so I was wondering if I should upgrade with this now or wait till the r9 300's come out and either get one of those or hope that the price's drop of some of the r9 200's? Also my CPU is a athlon x4 760k and I was told that if I want to upgrade both my CPU and GPU and I can only upgrade one at a time I should upgrade my GPU first, is this true?

You should upgrade you CPU first, the 760K will cause bottleneck with high GPUs.

R9 280X is only 38% faster than R9 270 .
