CPU overheat error, sudden low performance

So my pc is pretty beefy, had it for about a year now without any problems what so ever. (i am however a pc noob so dont take my word for it). Cable management was done professionally by my computer dealer and i just recently (after my issues started happening) cleaned any dust out of the tower.

So the problem is: my computer starts up normally, then starts making a lot of noise, fan speeds building up and such and performance drops drastically. i then turn off my computer in fear of any damage and when i turn it back on i get the message "CPU overheat ERROR" and go into the BIOS settings. In the BIOS menu i read off the CPU temperature to be 88 degrees celsius.

What is the problem i am having? How can i fix it?
I have a feeling it might be a virus causing it so i am thinking about just reformating the entire thing.

Well its a watercooling system so i dont know really. All the case fans are at least spinning, but how would i go about checking the CPU fan/cooling system?
