Hello.... It is a Power Saving feature of Windows... it is enabled by default. What Windows version do you have? Youtube has Disable instruction videos for your version.
You will see it in your Task manager-Performance-Resource monitor-CPU.

you can unhide core parking in power options with this registry tweak and it is same for windows 7/8
follow the instructions and after you restart then you can go into power options and set min cores to 100 percent.
DO NOT use any stupid core parking software

I have checked for core parking.............but it says that processor do not use the full base frequency",but when we enable the "Cool'n'Quiet" Technology in the processor,it will always give u power saving speed.........
base frequency- 3.0GHz
cool'n'Quiet frequency-0.8GHz
So,Is this power saving technology has to do something with the parking of cores ?
