Best Monitor Under $400?

I would like the monitor to be 144hz as I heard that really helps with frame tearing. Should I go after a G Synch monitor? Also, I'd like a 24" one if possible.

I don't think you can get a G-Sync ready monitor for under $400, but to answer your question I have heard that the BenQ 144hz gaming monitor is the best of the 144hz 1080p displays. Followed by the Asus VG248QE.
