R9 270X Heating Problem

I had a problem with my MSI R9 270X Gaming 2 GB. The HDMI port was not functional. Then I asked for RMA, and I received a new one.

However, the problem start one month after RMA. My GPU starts to make noise when I play Skyrim. If I turn several heavy mods, it goes quiet again. Last time I checked, the temp went up to 71 degree celsius.

Now, the temp when idle is 45-50 degree celsius. Even when I turn the function to cool down, the coolest temp is only 44 degree. Previously, it was 33 degree.

Is it the fan issue or faulty GPU? The fan usage is only 18% when idle. Or, is it possible if I get another RMA? I bought this one in July this year, and I got an RMA for previous HDMI port malfunction case.

Fixed. The temp goes back to 30's on idle. The temp goes down once I uninstall the latest Msi Gaming App and revert to the in the disc driver came up with the product.

I didn't know this incompatibility issue can be such a problem. Latest CCC also didn't run well with my gpu, even though I use autodetect feature.

Anyone knows about this incompatibility issue?
