I was over clocking my Intel i7 920 thought I had put the CPU to 3.2 ghz now when ever I turn on my PC it turns on a second afterwards. How high is the risk of my motherboard being fried?

Solution
Its possible, but I doubt it. It's not turning on because it's a fail safe to protect hardware.

If you can't get into bios to fix it do this:
1. Unplug PC power
2. Find CMOS battery (circular battery on board)
3. Remove it, wait a good 5-10 minutes, then place it back in

Bios will be reset to default. If that does not work it is indeed possible something was damaged.

Some motherboards have a bios reset button or jumper on the board too which is faster than removing the battery. Consult your manual if you want to do it this way.

Reset the bios and check to see if you can get it up and running again with the default settings. I doubt you broke anything but you won't know till you check (it will have crashed too quickly to do too much damage).
