how to solve that my dell 15 3000 series is not recignizing cd or dvd

Your optical drive lens is either dirty or has conked out.
Just open the optical drive, put in a good lens cleaner cd or do it yourself with a good old microfiber cloth. If it runs, good, otherwise, the lens has developed a fault and you have to change the optical drive.
