Dual Monitor without SLI

Solution

You can run dual monitor just fine, with that card. I run dual 24" Samsungs on my HD 7970.

you need to have a splitter, but will only allow you to clone the same image on both screens, or have a GPU that has multiple outputs that your monitors can connect to. this will allow you to clone, or have extended desktop.

the splitter option is not the best because it doesnt meet the needs for dual monitor purpose wherease a card with multiple outputs does.

You can use both VGAs if you like, it doesn't really matter unless you are using 3 screens. (clockgen issues)
