This gonna be htpc, and will go for gaming ,movies, streaming and media center living room
I more type of middle - high gaming.
What that I do know that both combinations will be good enough for the next years.
So:
CPU: I5-4690k + GPU: Nvidia GTX 750 Ti
or
CPU: i3-4160 + GPU: Nvidia GTX 970

Solution
Looks good but if you can try to get a cheaper locked (without the k at the end) i5 Haswell. As long as it's an it 4xxx it will work. For the graphics card I would look into a more powerful card to pair with the i5, try a mITX GTX 760, R9 285, GTX 970.

Thank for your suggestion, but Unfortunately the radeon cards aren't suitable for mini itx cases, and also they are not low profile cards with there high TPD...
Also The real question is, what is more matter... the cpu or the gpu? what have more catches

You need a balance between the two. You need to make sure the CPU will not bottleneck the graphics card you are buying. Whether the CPU or GPU matters more... that varies by games and the graphic settings you are comfortable playing with.

Which mITX case do you have?

Hard to tell, I guess it gonna be ISK600 Antec, or Cooler Stone elite 120.
There is no too much various cases to choose from the shops here. (Israel)
