Windows 8.1 Disk usage shows 100%.

So, the problem is that the disk usage on my pc shows 100%, and that it slows down pretty much everything: scrolling, moving the cursor around, video games, etc.

The kicker. My pc is used by my siblings every so often, and one of them accidentally downloaded a supposed flash game. I noticed, later on, that my Web browser was now defaulted to MyStartSearch.com. Whatever was installed before carried this with it, and it was chock full of various adware. I promptly uninstalled everything, Ran Norton's Anti virus scan, used a few programs to clear up these unwanted ones, restarted my browsers, and presto. All clean.

So after that, I continued using my pc and after a few minutes shut it down.
Later, when I was going to use it again, I noticed that my cursor was moving lazily and laggy across the desktop screen. I open Firefox, and there too, pages loading up slowly as hell and responding very sluggishly. I check the task manager and it showed the 100% usage.
I progress to searching solutions online, but to no avail. I'm not sure if I want to refresh my pc since it takes a long time, and painstakingly redownloading and installing everything is a put off, but if it's the only option, i'll probably do it.

P.S.
Interestingly, I play War Thunder(Steam game) and that is a moderately hardware demanding game. It has a built in FPS meter, and if it dips below 60.0 fps, I go to the task manager and close down any open programs. Now it seems that if I leave open the task manager, I don't have any spikes and the game runs perfectly smooth, as before.
