Can A GTX 980 do 1440p on a 1080p monitor ?

1080p = 1920x1080
1440p = 2560x1440
You can't display a 1440p resolution on a 1080p monitor without down-scaling the higher resolution to the smaller size (to then be displayed on the "smaller" monitor). Check out NVIDIA DSR, or Supersampling (SSAA).
