Newly built computer will not open applications.

I just finished building a pc. It worked fine for two days until I decided to finally install my sound card. I placed in the soundcard and installed the drivers. When the drivers finished downloading, it made me restry my pc. Once it booted back up I attempted to launch Google chrome. It would not open. The loading icon near the mouse pointer appeared, then vanished and the program never opened. This happens with all applications that are not built in to windows 7. I do not think I have any malate be a use the only things I have downloaded on the pc are drivers, steam, and uplay. Any helpful ideas are welcome.

this to me indicates that there is a process running in kernel mode, probably the soundcard installer.

Start in Safe Mode (press F8 while your computer is starting up to access that menu), empty out your Temp and AppData folders to get rid of the installer (or manually locate that installer), and try opening programs again after that.
