[Help] MAJOR Asrock Z75 Pro 3 problems following Win 8.1 install.

A few days ago, I installed Windows 8.1 onto my hard drive with a USB flash drive. The transition was without any problems and I was really liking Windows 8.1. One problem that happened though was one USB on my Corsair 200R case, (there are two USB ports on the front) went out where before on Windows 7 it worked fine. Besides that, after a few days of my computer running completely normal, I got home after work and I started having a lot of problems where I know no fix to. I've had this motherboard running perfectly fine for two years.

When I turned my computer on for the first time today, (nearly) all of my USB devices (2.0 and 3.0) kept being connected and disconnected through Windows. After a few minutes of this, I restarted my computer to see if it was just some goofy bug. Once it was back running once again, I was having the same exact problems so I started switching where I had things plugged in. During this, I unplugged my USB flash drive (after ejecting it) that had the Windows ISO installed on it. After no progress and Windows continuing to disconnect my USB devices, I restarted my computer once again.

Now, my computer won't boot to Windows. This is what the error code says after my BIOS screen flashes:

Windows Failed to start. A recent hardware or software change might be the cause. To fix the problem:

1. Insert your Windows installation disc and restart your computer.
2. Choose your language settings, and then click "Next".
3. Click "Repair your Computer".

If you do not have this disc, contact your system administrator or computer manufacturer for assistance.

I put the flash drive in every USB, following with a reboot to see if it fixed the problem with no help. So, I have a dilemma here and I could really use some help.

So in conclusion, my problems are that my computer won't boot to Windows 8.1 after taking out the flash drive that had the Windows ISO on it and most of my USB ports aren't working. I did install Windows to my SSD. I could really use some help here, any knowledgeable input here would be highly appreciated.

I would but I don't have a spare PSU lying around. I don't think it's a PSU problem because I've had no problems with Windows 7.
