Having Trouble Keeping 4:3 ratio on 16:9 panel

First, the gpu I use is an r9 270x and I'm using the new AMD Omega drivers. I play counterstrike and I have been trying out different resolutions. I'm trying to get 1024 x 768 black bars (not stretched). I have checked "Enable GPu up-scaling" and "Maintain aspect ratio" but it still stretches to the full 16:9. I have tried with different 4:3 resolutions such as 1280x960 and they do not stretch; they keep the 4:3 aspect ratio. The only 4:3 resolution I can't get to stay with black bars is 1024x768 which is what I want to try. How do I make it so that I can play at 1024x768 black bars?

I use 2 monitors: one 1920x1080 monitor and then a secondary 1280x1024 monitor. Could this be the cause of the problem?

Thanks! Didn't realize I had a setting in my monitor called "Aspect Control"
