Games Mini lag, game freeze randomly

Hello, I have a dell precision t3600 which includes
xeon series processor which has 3.60ghz quad core, gpu gtx770 windforce, 8gb ram, win7 OS.

My problem is that lately games I play on this pc lag for a little while. My network gives good packages back and forth so I would say it is not the problem, so basically I tried several games to test it out, from warframe to games like neverwinter, league of legends, smite and so on.the lag precists usually for about 1 sec. or less. sometimes for more. I had once a freeze on the game I was playing so I formated my pc immediately. Didnt backup anything, my dell diagnosis found nothing and the stuff from dell service says only to do this diagnosis. Also no third party programs for drivers and such, I downloaded and installed them manually.
any idea on what might fix the problem?
it still happens after the format and re-installation of windows, changed my fans, check temps, did a gpu temp test (Gpu: up to 81 max, stable at 80 almost constant. after 4 minutes or so it started going up to 82, 83, 84 with loud fans. and so on.
After a while it stabilized at 87) and changed my HDD controller (HDD itself is fine, the equipment is checked by Dell)

Even though the cards can handle 90c your temps above 80 are pushing it quite a bit. Most games should run you in the 60s and 70s. I'm guessing that your card may be throttling down to protect itself. I'd lower any overclock settings you may have and see if at better temps you run smoother. When I benchmark I noticed that sometimes even if I set precision x to 85c as the new limit that my MHz drop when going past 79c; so for example if my 780 classified is oc'd to 1300MHz when I run heaven benchmark it drops to 1287 or even 1254 MHz when it ramps up past 78/79c. So perhaps in game you are experience a similar performance loss, hence some lag and possible random freezes.

Im only running league of legends and loses fps, this card shouldnt have problems on that one., also the temp resutls are from a test with full usage of furr.

Im having entire skips on that game as well as warframe, league of legends shouldn't have problems on that one.
In any case it is going from 60 constant to 40-30 randomly sometimes. is there a chance that something else is to blame for this instead of the gpu? is there a way to fully test it?

Could you address any overclocks you have or haven't done? What temps are you getting in most games then? You're right though the card shouldn't be having problems. Make sure your bios is up to date; drivers too. Updated drivers without updated bios can easily cause issues. I'm assuming you've done this but in case you haven't considering that this is an odd troubleshoot thus far I'd make sure to address this.

all factory default. no overclocks from me

all drivers are up to date, still even if they are not it shouldnt do fps drops as well.
and not sure if it is my gpu. anyway if you have any tests I could run it would be cool, only thing if there is something for me to doanload it shouldnt be something very heavy because I dont have a very fast internet, it is an adsl connection.
On that game I didnt have problems previously and the 3d mark application says 59.9/60 fps constant, it struggles on the last test with the fire soldier fight (probably too high details and many lights).
But league of legends doesnt have lights at all. (well there should be one but not complicated one)
