looking to play skyrim on ultra settings with X amount of mods on $400 dollar budget what are my options?

just a beginner at building computers for gaming and basic school work this will be my first build any suggestions

An HD6870 can play on roughly Ultra at 1080p resolution but that's without any mods including HD textures. Thus you'd need better than that. Or drop to 1600x900 which still looks good in Skyrim.

You shouldn't apply any demanding mods though.

I can't do anything if the build is to include Windows though. If that's the case then I suggest you get a desktop or laptop like THIS with the A8-6410 APU:

Since standalone Windows costs about $90 I just can't put $310 in parts together which are as good as this.
 
Solution
If you're gaming without ENB at 1080p or lower a single 660/760 will be fine, with ENB and lots of mods even sli 980s will not get you 60fps at 1080p with a demanding preset. I run 253 mods in my load order, on my 4770k/16GB Ram/ crossfire 290x system fps average is 39fps outdoors at 1080p with Opthfeldt ENB, on my 5930k/32Gb Ram/780TI sli system with K Pure Light ENB (very demanding) average fps is 43fps, same ENB on gtx 660 is 14fps average at 1080p with and 30 fps on less modded 7950 crossfire. So basically you will not get 60fps if you go all out, a gtx 660 or amd equivalent is about the minimum I would recommend for modded 1080p skyrim without ENB. Processor wise I wouldn't go less than a G3220 or i3; though if you get even an old quad core like an i7 920 or 960 will run skyrim about as well as modern quads/hexas; the bigger factor with mods is gpu even a gtx 260 is ok at 1600x900 without ENB, but 1080p on up you need more horsepower; especially with demanding ENB+texture mods. You're better off saving your money for a better build in my opinion.

That's about the best I can build for the budget. I used a single 4GB stick so you could add an identical one later.

I can't make a build for much less that includes Windows and is capable of running Skyrim reasonably will.

Other:
1) You'd need to tweak the settings if you want to maintain 60FPS so careful with any mods.

2) If you are dropping below 60FPS then I recommend forcing VSYNC OFF in the video control panel otherwise you'll get stutter due to a sync mismatch with the monitor.

3) Get Start8 or a free program to bring back the Start Menu with Windows 8 (don't buy W7 though).
