PC Boots to Black Screen with only Cursor Visible

I was tinkering with my GPU (GTX 670) and the way it outputs video to my TV (I have a Vizio M-series hooked up to my PC) and at one point I needed to restart my computer to have some changes take effect. On restart, the Windows loading screen appeared but afterwards my TV displayed "No Signal" so I had to hard restart. This time I was brought to the safe mode options since I'd done a hard restart, and upon selecting any safe mode option I'm brought to a black screen with just my cursor visible. Ctrl+alt+del doesn't do anything, though hitting shift five times brings up the sticky keys prompt. I have restarted a few more times and once got a blue screen, but I haven't managed to do anything at all past selecting which safe mode to boot into. I am running Windows 7 64-bit. Anyone have any ideas?

And how should I go about initiating that?
When I boot to safe mode, I can't do anything; when I boot normally, I'm stuck at a black screen for about a minute and then I BSOD.

I've tried using the advanced boot options and repairing system, but it doesn't detect any problems.

I can't follow the directions in that tutorial because I have no access to my desktop at all. As I said, my computer is unresponsive after the first round of Windows loading screens.

Upon boot up hold f8 go to system repair at the top of the menu and then it should load a menu where you can select system restore
It will work even if you are at the black screen
