Beginner overclocking questions

I bought a 4690k and a MSI Z97-SLI Plus motherboard

I know the basics of overclocking, like the multiplier and voltage change, but is there any other settings I need to change?

Also, lets say I'm able to get the CPU to 4.4Ghz, does it stay at that speed 100% of the time? Or is it like a GPU where it only reaches its max speed during utilization?

Also, I do have an aftermarket cooler

If your motherboard supports variable voltage when overclocking then you can keep intel speedstep enabled. With intel speedstep enabled, and variable voltage you can overclock while the cpu keeps the ability to throttle down in idle (both speed and voltage). You also must set minimum cpu speed in power management in windows.

For example my ivy bridge i5 idles at 1600mhz 1volt and throttles up to 4.7ghz 1.28ish volts(Doing volts from memory, might be slightly more).

If you don't have variable voltage than keeping speedstep enabled to clock down the cpu is sort of pointless because you will be pumping the same voltage into it regardless .
