Is 8 gb enough to stream and record games at high settings 1080p?

Your CPU / GPU does the encoding depending on which streaming software you use (Shadowplay: GPU, OBS: CPU etc) , so that's your bottleneck, 8GB RAM should be ample for games and streaming, you probably won't notice any difference in speed for gaming regardless of what mhz it has.
