Hi, friend's building a PC - http://uk.pcpartpicker.com/p/9gqkRB

Case has no optical drive slots so I was just wondering what's the best way to do it?

Can I buy a £20 external dvd drive and do it that way or should I just use a USB?

He'll need to install the OS then install the drivers from the motherboard disc

Solution
Either way works, I've installed the OS from an external DVD burner without issue. Just set your BIOS to recognize the USB drive as the primary boot device and you're set.
Err, that depends on what OS you are going to install; there's no OS listed in that partpicker list. Are you moving a license from a decommissioned machine?

For Windows 7 and, I think, 8, there is a well-known process to build the distribution onto a USB stick and install from that stick; would that do for you?

But a USB DVD reader should do the trick, too. Your choice.
