How to lock framerate at 30fps

I'm really curious how one would lock the framerate at 30fps for example while playing dragon age inquisition, on high settings i get a fluctuating framerate of 35-60 fps and its quiet annoying in some parts, i really dont want to turn down the graphical setting so i was thinking if there is a way to lock the framerate at 30fps, cheers

Just open it and look through the selectable options. If there is an option for that it will be in with the options such as anti-aliasing and resolution.

If you're absolutely sure it'll keep below 60 fps but above 30, just enable vsync and your job's done, otherwise (for what I know, at least) you can use the MSI Afterburner + RivaTuner statistics server combo to do that (AB is a must have for that, but maybe you don't require the stat server too; I've never really used the function, so I don't know, sorry).

Keep in mind, however, that the latter solution can bring to weird behaviour in some games, such as your mouse not working properly.
 
You can do it in nvidia's control panel or as Vynavill said, the MSi program. If you are getting over 60fps in sections of the game, then vsync won't help you avoid the fluctuations as it will only drop you to 30fps when you drop below 60. So if you constantly dance above and below 60fps, you will get alot of fps jumps using vsync.

do you maybe know what you have to do in the nvidia control panel? i never did this before so im not too sure
